Abstract

Standardization of personnel recovery processes for the components of the security and defense sector in Ukraine are analyzed in terms of the content and objectives of the North Atlantic Alliance standardized agreements. The purpose of the study is to substantiate the necessity and expediency of standardization of the processes of personnel recovery, psychological rehabilitation and psychological support for the components of the defense and security sector of Ukraine. A current status of organization of the recovery processes in the components of the security and defense sector of Ukraine and the legal regulation of these processes have been analyzed, as well as the national experience has been compared with the relevant experience of NATO countries. The article is focusing on the key terms of personnel recovery, rehabilitation using in the current legislation. The problematic issues of the implementation of NATO standards are investigated in terms of different understandings of the concepts of «standard» and «standardization» in the practice of NATO armies and in the practice of post-Soviet defense forces. The issue of standardization of psychological support of personnel of security and defense forces remains unresolved in Ukraine. NATO standards in this area are based on the relevant professional standards and professional licensing, what are still not yet implemented officially in Ukraine. The actual functioning of psychological support for defense forces as a component of moral and psychological support complicates standardization processes, as this type of support is a part of the Soviet and post-Soviet military traditions and is absent in the NATO standards system. Personnel recovery in hostile environment, rehabilitation and psychological support of personnel are related, but not mutually subordinated areas, each with its own system of professional standards, enshrined in a system of standardized NATO agreements, which can be fully implemented in Ukraine.
