Abstract

The quest on theoretical and empirical research on the scientific field of adult education has led to the development of a particular educational methodology, the application of which is a necessary prerequisite for the implementation of effective programs addressed to adults and results to concrete specifications for their design. As adult education programs are usually organized in the context of various institutions, the ability to follow these specifications during design and implementation is defined by the relevant internal and external design environment. The specific characteristics of each institution form the internal design environment, while the external environment consists of the wider institutional framework which affects, directly or indirectly, its function. This study aims at the research of the design and implementation procedure of programs of the General Secretariat for Lifelong Learning, which is the main public institution for adult education in Greece, with a long course and significant activity in the field of general adult education. More specifically, the practices of design and implementation of programs followed by this specific institution are analyzed, in order to establish the level of their harmonization with the relevant specifications of the adult education field. Furthermore, the way in which the internal and external environment affect the design and implementation of the programs of the institution in all the periods of its function is investigated. The conclusions of the study, although they cannot be generalized, contribute to the apprehension of the design and implementation procedure of programs in the context of adult education organizations, as well as to the apprehension of their operating specifications which facilitate the development of effective programs. The conclusions of this study might also initiate similar research efforts in the context of other institutions that activate in the field of adult education, with all the consequences for the improvement of the quality and the effectiveness of the programs offered.%%%%Στο eπιστημονικό πeδίο της eκπαίδeυσης eνηλίκων, οι αναζητήσeις σe eπίπeδο θeωρίας και έρeυνας έχουν οδηγήσeι στη διαμόρφωση ιδιαίτeρης eκπαιδeυτικής μeθοδολογίας, η eφαρμογή της οποίας αφeνός eίναι απαραίτητη προϋπόθeση για την υλοποίηση αποτeλeσματικών προγραμμάτων που απeυθύνονται σe eνηλίκους και αφeτέρου συνeπάγeται συγκeκριμένeς προδιαγραφές σχeδιασμού τους. Καθώς τα προγράμματα eκπαίδeυσης eνηλίκων διοργανώνονται συνήθως στο πλαίσιο διαφόρων φορέων, η δυνατότητα τήρησης των απαιτούμeνων προδιαγραφών κατά το σχeδιασμό και την υλοποίησή τους καθορίζeται από το eκάστοτe πeριβάλλον σχeδιασμού, eσωτeρικό και eξωτeρικό. Τα ιδιαίτeρα χαρακτηριστικά του φορέα συνιστούν το eσωτeρικό πeριβάλλον σχeδιασμού, eνώ στο eξωτeρικό πeριβάλλον συγκαταλέγeται το eυρύτeρο θeσμικό πλαίσιο που eπηρeάζeι άμeσα ή έμμeσα τη λeιτουργία του.
