Abstract

In the context of the global crisis affecting almost all spheres of the economy, aggravated by the coronavirus pandemic, the task of increasing the level of provision of the population of the Russian Federation with high-quality social services has remained practically unresolved until recently, although some positive dynamics can be noted. At the same time, the economic modernization of the country declared by the leadership simultaneously presupposes a qualitative increase in the level of social development of our society. Since today the key factor of production is a person, there is a need for the intensive development of this resource. This, in turn, requires a significant expansion of the social functions of the state, which should bear great responsibility for the growth of the well-being of its citizens, i.e. the level of development of the social sphere, thus, is an important indicator of the development of the whole society as a whole.
