Abstract

The urgency of studying problems of rights and freedoms in and communication activities of modern humans is determined by fact that they exist due to spread of all new knowledge through growing functionality of digital and communication technologies and processing systems. It begins to rethink role and significance of country's resource. At same time, very concept of from category, which for centuries characterized system of is transforming. The purpose of study is conceptualization of rights and freedoms in and communication activities of a modern person, which is conditioned by dissemination of new knowledge through use of functional capabilities of digital and communication technologies and processing systems. Tasks of research: analysis of technological, ideological and legal problems of global and communication space; definition of conceptual-categorical apparatus of research - information, knowledge, information security, jurisdiction of states in conditions of globalization, monopolization of legal force and their influence on development of and communication activities of society; formation of directions of increase of state and communication activity of Ukraine for realization of constitutional rights of citizens; consider law as a science, which allows a new way to consider communication processes that have infocommunication technological horizontals and based on understanding of resource of knowledge. The analysis of latest research and publications that initiated solution of this problem: use of articles by O. Dzhoban, O. Results of research: issue of training specialists for legislative definition of problems of and communication, analytical, informational and advocacy and management work in sphere; The main and communication threats to safety of innovation processes in Ukraine were identified. The conclusion is to create conditions for addressing security problems of and communication activities in implementation of latest ICT
