Abstract
Higashi-Otaru is residential estate developed from 1934 to 1940, and the early example which land readjustment association in Hokkaido did. HigashiOtaru is the first instance of residential estate in Hokkaido, based on the thought of garden city. Hokkaido local committee of urban planning mainly supported the residential development in Higashi-Otaru at that time. Because of the contribution of the committee, this planning was advenced and high standard. However an excellent original design has been decreasing by postwar emancipation of farming land and others. Therefore, what to be solved problems to be are maintenance and recovery of living environment.
