Abstract

On the basis of scientific literature, international and regional legal acts, the issue of international legal regulation of public expertise of public authorities and local governments was studied. The purpose of the articles is to determine the main provisions of international standards that regulate the issues of public examination of public authorities and local governments. Methodology. To achieve this goal as a means of scientific research were used general and special methods. The general dialectical method of scientific cognition became the methodological basis of research. Among the special research methods used system-structural and comparative law. The scientific novely of the publications depend on the fact that in modern legal science the issues of international standards that regulate such a constitutional and legal phenomenon as public expertise are extremely comprehensively considered. Conclusions. It is established, that universal and regional legal acts contain a number of provisions that ensure public participation in the activities of public authorities and local governments. Conducting public examinations of public authorities and local governments is guaranteed by a number of international standards, which provide for the basic principles and procedure for obtaining information necessary for public control. Universal and regional acts provide for broad public rights to access official documents. In addition, international standards oblige the state to provide all conditions for citizens to access information held by public authorities and local governments and to inform citizens about their right to information and the procedure for exercising such a right. Thus, civil society institutions need to use the guarantees provided by international standards for the smooth and effective conduct of public expertise.
