Abstract

The first three and a half years of Yerevan's five-year development program (2019-2023) have already become history. It is clear that the "lion's share" of the total period of this program has already been passed, and based on the actual results, it is possible to make a situational analysis of the level of their implementation. An important component of this analysis can be the scope of work envisaged in the budget of the city of Yerevan for 2022, taking into account the objective fact that 2022 is the last full year of the fiveyear program, since elections to the Council of Elders of Yerevan will take place next year. Although the elections will be held next fall, for obvious reasons this process will begin already in the middle of this year, which will slowly but surely become a political factor influencing the economic life of the capital, with all its positive and negative trends. The works envisaged by the five-year development program of Yerevan, as a rule, have their so-called significant “nails”, the successful implementation of each of which is the best way to create a positive reputation for the political team in power, as well as the main condition for re-submitting a political application in the next elections. Based on the foregoing, and also taking into account the factors of the 44-day war and COVID-19 that affect the effective implementation of the process, studying the information field of exclusively open sources, an attempt is made to fix the results of a three-year implementation and in the context of what is needed to do, to find out which major projects in the field of urban planning and architecture have been fully implemented, which are in the implementation stage and which have remained on paper and will no longer become a reality at this five-year stage of development.
