Abstract
In the process of long-term recovery following a devastating earthquake disaster, the basic principle would be to create a better society by considering the damage caused by the earthquake as “creative destruction”. On the other hand, the basic principle for the recovery processes from a flood disaster is restoring the damaged area to its condition before the disaster. It was pointed out that the 1995 Hanshin-Awaji (Kobe) earthquake disaster was the first disaster that let the Japanese people recognize this difference between recovery from earthquake disasters and from flooding disasters. The long-term recovery processes started with a trial-and-error basis with an enormous amount of service volumes. This paper, reviews the planning mechanism of local restoration plans, and the basic structure of physical, restoration economic revitalization, and social reconstruction. After evaluating the progress of restoration in the impacted area for the first five years, remaining issues were analyzed.
