Abstract

The conflicts & costs of regional imbalance are serious. Therefore, it is strongly required to remove obstacles and search for solutions about sustainable space management. Compact-City is one of the alternative model to solve various troubles in mega & small cities like Seoul and metropolitan areas where population inflow is accelerated. Backgrounds are population dispersion, house price control, and development needs. On the other hand, There are some limits like cost increase, traffic congestion, environmental pollution et cetera. Japan promoted compact-city ahead of Korea with the guidance of central government and the attempts of local governments. The evaluation is mixed. Especially, Toyama type’s Compact-City is actually the only success model. But there are limits and lessons left. Toyama model offers five lessons which are △Escape of excessive administrative’s initiative △ Establishment of private-public’s cooperative governance △Preparation of connected software △Commercial business model of unique local resources △Long-term strategy for participation and coordination. At this level, the reconstruction of compact-city model is important to Korean society for urban development and housing reorganization in the future.
