Abstract

This study addresses the activation of Gangwon Province's proposal system in response to the prevailing trend of participatory democracy. It focuses on enhancing accessibility to and increasing participation in the provincial proposal system among Gangwon residents. The purpose of the research is to derive institutional improvement measures for the activation of Gangwon Province's proposal system and formulate policy approaches to foster its activation. To achieve this, the study explores strategies to boost participation in Gangwon Province's proposal activities, investigates promotional methods related to the proposal system, and seeks ways to encourage the submission of professional and creative proposals. Furthermore, as part of the examination of measures to enhance proposal evaluation, the study discusses proactive approaches for assessors. In terms of promoting policy implementation for adopted proposals, the research suggests post-adoption management strategies and incentive measures for the proactive pursuit of policy implementation by those responsible for proposal adoption.
