Abstract
The paper rationalizes the statement that there is a transformation of the concept of “citizenship”, its saturation with political meanings at the present stage. Since one of the main political objectives that the Russian state is facing is to ensure civil unity, including the unity based on the concept of a uni-fied Russian civil nation, the characteristics of a particular citizen become relevant. In this situation, the question of what constitutes the polit-ical community of Russian citizens and what citi-zenship in a political sense is becomes very im-portant. Despite the existence of basic legal research, the Institute of Citizenship has not been comprehensively studied in the aspect of political functionalism in the context of the state strategy to achieve sustainable development, international peace, and harmony. The sence of citizenship is becoming especially relevant in the new geopolitical conditions, risks, and challenges, the main of which are international terrorism, mass migration, genesis of ethno-confessional conflicts. The author propos-es a typology of citizenship based on the value and sense content of this category and implementation of political rights.
