Abstract
This study aims to identify risk factors of land replotting used in private sector-led urban developments and to figure out the priority of risk factors for each stage in the developments. To this end, the Analytic Hierarchy Process (AHP) was employed by data interviewed with experts. Our findings are as follows. First, local governments should cooperate with cooperatives for landowners at the planning stage, whereas local governments should collaborate with private companies at the implementation stage. The result shows that there is a difference among roles of participants by stages in the development. Second, as a result of comparative analysis by respondents’ groups, there is little difference from risk factors of local governments and construction companies among stages in the development but a big difference from risk factors of business agencies and cooperatives for landowners. This indicates that each participant has a different perspective on recognizing risk factors. This study suggests that in order to solve risk factors caused by participants in urban developments all participant should cooperate with each other for risk factors that one thinks as well as them that others do.
