Abstract

In recent times, there has been a notable increase in large-scale fires affecting vulnerable groups, such as the Jecheon Sports Center fire, Ulsan residential and commercial apartment fire, Namyangju residential and commercial apartment fire, and Miryang Sejong Hospital fire. This has heightened public demand for improved safety measures and the need for a new insurance policy to ensure rapid economic recovery and secure living conditions. To address this, our study proposes ways to enhance the support system for victims of disasters in vulnerable facilities. We also aim to optimize the synergy between policy insurance and private insurance by refining the disaster responsibility insurance system, which serves as a social safety net. This will be achieved through a comprehensive analysis of disaster safety insurance practices both domestically and internationally, as well as an examination of disaster responsibility insurance operations from 2018 to 2020.
