Abstract

본 연구에서는 자연재해위험지구 정비사업 중 붕괴위험지구의 피해위험지역 설정에 따른 투자대비 예방효과에 대한 정량적인 분석을 통해 붕괴위험지구에 대한 투자우선순위 결정 개선방안을 제시하였다. 과거재해이력 등을 고려하여 11개 붕괴위험지구를 선정하였으며, 피해위험지역 설정방법에 따른 비용편익분석을 실시하여 사업효과를 분석하였다. 붕괴위험지구에 대한 비용편익 분석을 실시하기 위하여 급경사지 범위기준과 수치모의 범위기준으로 피해위험지역을 설정하였으며, 자연재해 복구지침, 풍수해보험, 시가표준액, 교통혼잡비용으로 피해위험지역 내의 편익항목들을 산정하고 이를 정량화하여 비용편익분석을 실시하였다. 본 연구의 결과를 활용함으로써 붕괴위험지구에 대한 투자우선순위 결정 방안을 개선할 수 있을 것으로 기대된다. In this study, we suggested an improvement methodology in determining the investment priority for collapse hazard areas using the quantitative analysis on the investment effect for the damage area criteria. Eleven areas were selected for the analysis in order to consider historical disaster records, and analyzed the its effect using the benefit cost analysis based on the damage area design criteria. Damage areas using steep slop standard and numerical simulation standard (rockfall 4.0) are established, calculated in terms of benefit cost analysis on damaged areas using the guideline for the recovery of natural disasters, disaster insurance, statutory standard price of fair market value, traffic congestion costs, and studied the benefit cost analysis in collapse hazard areas. Results of this study can be used to improve the determination of the investment priority for collapse hazard areas.
