Abstract

In Japan, Garden City theory was introduced by the book entitled “Den-en Toshi” published by the Ministry of Interior in 1907. Scrutinizing this book and Howard's “Garden City” theory using first hand documents, the following findings were obtained. The staff of the Ministry of Interior did not intend to use the term “Den-en Toshi” as translation of “garden city”. Nevertheless, the meaning of “Den-en Toshi” coincided with the crucial essence of original Garden City concept; the concept of town-country fusion. Then, by comparing “Den-en Toshi” and Howard' theory, it became clear that the concept was held and evolved by the Ministry of Interior individually without being influenced of Howard.
