Abstract

The purpose of this study is to analyze the problems of the support system for the disaster safety vulnerable group and prepare legal, institutional, and practical improvement plans. The legal and institutional problems in support for the disaster safety vulnerable class are: first, the unclear and limited concept and scope of the disaster safety vulnerable class, second, the limited legal stipulations for support for the disaster safety vulnerable class, third, the problem of measuring the loss by disaster and finally lack of the customized and support system for the disaster safety vulnerable group. A legal and institutional improvement strategy to minimize damage and increase resilience of the disaster safety vulnerable class is as follows: first, the establishment of the concept and expansion of the scope of the disaster safety vulnerable class, and enact integrated safety management legislation; second, the establishment and legislation of customized support systems for each disaster response stage; third, systemic measurement and management of damage; and fourth, public-private cooperation with local communities for the vulnerable in disaster safety.
