Abstract

In October 2010, a new procedure was introduced for the D runway at Tokyo International airport (Haneda airport). Before its introduction, a hazard analysis was carried out based on meetings and a questionnaire survey. In the future, the introduction of these kinds of new air traffic control procedures will increase. A meeting is generally held where Brainstorming techniques are used to discuss hazard identification. Participants of the meeting need to meet at the same place at the same time. However, there is a high financial burden and wasted time for the participants. For the reduction of burdens, a methodology for safety assessment utilizing an internet environment was proposed and a test system was constructed. It's a type of information sharing system, but the system is specialized for hazard identification and risk assessment. This paper outlines this system. In the future, as the constructed system is used, the effectiveness of the system will need to be assessed.
