Abstract
The implementation of the autonomous police system means not only changes in police work, but also new expectations for the role of the police. The implementation of the new strategy of the autonomous police system is in its infancy, and there are many reports of poor awareness of the citizens about the change in the system. The most important thing is that the side effects that occur in the change of the system directly affect the citizens. In the case of safe self-government, 'voluntary' activities are emphasized first in the scope of the civic life zone, centering on 'local safety'. Above all, in order to realize safe self-government, it is important to form a safety culture based on citizens' voluntary initiative. This study focuses on finding ways to realize safe autonomy through the implementation of the autonomous police system. The development plan was derived as a research method that analyzes literature and official data. In order to realize safe autonomy, it is important to analyze local characteristics to discover risk factors and to engage in cooperative and voluntary activities. First, a local safety map centered on local residents should be prepared. Second, it is necessary to set priorities and continuously manage local safety evaluation indicators. Third, it is necessary to improve the recognition and sharing of local citizens' requests. Fourth, communication channels should be strengthened in relation to safety information.
