Abstract

“Systematic Approach to Research of Public Administration” are important and topical. The reason for this is problems of rapidly changing environment. The article is aimed at finding these ways and means. This will help us solve the problems of systems research of Public Administration. The “Research Problems of Public Administration” will be interest to both Government Governors, Civil Servants in public sector, and managers of non-profit and non-governmental organizations. The article will be read with interest by the heads of social institutions of a legal, pedagogical and medical profile. Obviously, the research methodology will be of particular interest to heads of the Ministry of Education and its subordinate departments. In general, the public sector should be frequently interested in problems of Public Administration Research. This will help them make scientifically sound decisions. In order for government to fund research projects in the relevant field, the civil servant must be able to determine appropriateness of the research and “Read” (Analyze) the project. In particular, the civil servant as a sponsor should be able to: assess clarity and clarity of defined purpose of research; Determine research objectives - to match goal; Determine the topical of research methods and values.
