Abstract

Public libraries play an important role in promoting education, research, personal development and other important values. A society cannot flourish without proper education and a developed edu-cational and library system. Library legislation is the basis for creating a network of public libraries organized in any coun-try. It ensures the management of the library and creates a stable financial basis for quality library ser-vices. The legislation also serves to protect the rights of library users. The study of the library legisla-tion of different countries is useful for making necessary changes and additions to the legislation regu-lating the RA library sector.
