Abstract

This study aims to re-examine policy development plans and derive implications by analyzing the policy agenda setting process and policy decision process using Kingdon's policy flow model for the Seoul Innovation Education District, which is different from other educational policy projects. Accordingly, the analysis period was set from 2010 when the innovation education district policy was proposed to 2015 when the Seoul-type innovation education district policy was started until recently, and Bigkinds analysis and related literature analysis were conducted. As a result of the analysis, the flow of policy issues was constantly raised due to complaints about public education, controversy over welfare direction in education, school violence, and suicide rate, and the flow of policy alternatives was analyzed as attempts to spread the performance of innovative schools to general schools, bridge the educational gap, and the growth of the village education community. The flow of politics was analyzed as the biggest trend of the direct election system of the superintendent of education, and it was analyzed that the combination of these flows opened a total of three times. As the first policy window was introduced, the Seoul Innovation Education Zone policy was implemented with the first election of the liberal Seoul Superintendent in 2012, and the second policy window was analyzed to have laid the legal basis for the project with the enforcement of the Seoul Innovation Education Zone Ordinance in 2016. The last window of the third policy was analyzed that all autonomous districts in Seoul implemented the Seoul Innovation Education District project in 2019 and the project was expanded. Based on the analysis results, first, the initial purpose of the Seoul Innovation Education District policy should not be lost. Second, it is necessary to organize the concept of the village education community and establish a system that can be actively and autonomously operated. Third, it drew implications for considering the sustainability of the Seoul Innovation Education District policy, which has a strong influence on the political flow, and finding alternatives.
