Abstract

The most critical human mission in any country should be carried out as
 a result of personality’s preliminary selection. Any target human selection
 and rating are not only within the particular area of science, such as the
 psychology, sociology, economics or law. Rating and assessment should
 be integrated and complex. Each indicators criteria of the human resource
 capacity, capital and factors should be measurable and they should be
 also known to the individual. Open, massive, widespread and mandatory
 human dimensions characterize the level of civilization of the relationship
 in any modern state. In order to improve the economy the designee
 for high and responsible positions should be more sober evaluated and
 therefore, first of all, it is important to take into account what is really
 done by this individual as the author and ideologist of given direction.
