Abstract
냉전기 재일조선인 북송문제는 한일관계, 한미일 관계, 북일관계를 조망할 수 있는 중요한 문제였고, 남북의 체제경쟁에도 영향을 주었던 사안이었다. 특히 한일회담 과정에서 대립하는 한일 양국을 조율하였던 미국의 역할은 중요하였다. 본 논문은 ‘미국이 북일 적십자사의 제네바 회담이 진행되었던 1959년 4~6월에 일본에 호의적인 태도를 견지하며 북송에 중립적인 정책만을 실행했는가?’라는 질문에 답하기 위하여 1차 자료를 중심으로 분석하였다. 본 연구는 북송문제와 관련된 당시 미국의 정책이 단순한 묵인을 하였거나 혹은 일본에 우호적이었던 것만은 아니었고, 오히려 북송문제를 해결하기 위하여 미국은 여러 면에서 적극적인 정책을 실행하였다는 점을 제시한다.
