Abstract
The article depicts the peculiarities of balancing as one of the paradigms of the modern society development. The system of the balanced development data adopted to the national priorities are being analyzed as well as the national and regional, ecological, economical and social politics and the production systems influencing the personality and the environment during their whole existance. The matrix of the balanced development are being applied in connection with the restricted local community.The author gives a profound analysis of the balanced development in Ukraine where the economic measurement is of vital importance. The ecology politics reforms and reducing the extra technology issues in the environment is the main strategic direction on development of Ukraine. The state and local management are suggested in the context of the structural scheme developed by the author for the sake of balancing nature resources using by the population as well as the industrial enterprise production activity in the light of solving the ecology problems.It has been proved, that the balanced and ecologically safe nature resources using is a vitally important factor of the human life and health protection providing the national security of the country.
