Abstract

The author has revealed that compulsory insurance has been and remains a socially significant area, which is an integral part of the state. It is worth noting that insurance is a conservative field in which changes occur rather slowly. The formation of the insurance institute in Russia for a long time went in the same direction as insurance in more developed European countries. However, external factors (aggression, wars) and internal factors (enslavement of peasants, denial of private property, entrepreneurship, lack of insurance culture) played a significant role in reducing the pace of development and formation of the insurance institution. Of course, the insurance sector does not stand still in its development, therefore, the ideal model of compulsory insurance has not yet been formed, therefore, state influence should be directed at rationalizing existing types of compulsory insurance, as well as the development of new bills that regulate new insurance models.
