Abstract

In Chungcheong-do, a warehouse was operated to store Gunhyanggok. A total of five grain warehouses were operated. Each was founded at a different time, but its roles were similar. It was operated to prepare for unexpected expenditures or to stockpile in capacity during the war. However, Gunhyanggok could not be stocked for a long time. Since it is grain, it was difficult to store for a long time because it could easily rot. The positions of the government and local governments were different in Gunhyanggok, which was provided to the people for relief. The government wanted to operate it as a stockpile, and the provinces wanted to use it as a grain of relief. The Chungcheong provincial governor faithfully played a role in coordinating conflicts between the government and local governments.
