Abstract

The transition of the Russian economy to growth in 1998 was studied and the transition to slow growth in 2008–2009 was researched. On the basis of the theory of catastrophes it is shown: in 1998 and in 2008–2009 the Russian economy has passed the turning points of its development. After passing through the turning point of 2008–2009 the economy entered a period of slow growth. The rate of slow growth will not exceed the growth rates of the world economy. The transition to slow growth is connected with the policy reflected in the Federal laws adopted in 2005–2017. The obstacle for the development of modern economy in the country are numerous by-laws, regulations, standards that determine the formation and use of human capital and new technologies in the country. For the transition to dynamic growth, it is necessary to form postindustrial development institutions in the economy, the basis of which is favorable conditions for the use of human capital and new technologies.
