Abstract

The purpose of the research is to assess the development of reclaimed land in the world and in Russia and to justify the need for the development of reclamation complex to ensure food security, sustainable development of agriculture, import substitution and increase the volume of agricultural exports. It is established that the increase in irrigated areas in the world over the past two centuries is equal, their area increased from 8.1 million hectares in 1800 to 331.8 million hectares in 2016, the annual growth for this period amounted to 1.6 million hectares/year.
 By 2030, it is expected – 370 hectares. In Russia, these figures are modest in 1913 was 1.1 million hectares of reclaimed land in 1990 reached 13.6 million hectares, but by 2017 they remained 9.1 million hectares, including 4.7 million hectares of irrigated and 4.8 million hectares of drained land. The authors performed calculations which showed that for the sustainable development of the Russian agricultural sector needed by 2030 to increase the area of reclaimed land to 25 million hectares. Produced by expert evaluation of the possible volume of production on reclaimed land for domestic consumption and export.
