Abstract

This article provides an overview of how Japan's central government is promoting internationalization by arranging major laws related to international exchange and cooperation. In addition, this paper reviews the current status of legislation and specific policies related to international exchange of local governments in Japan. In a situation where vitality is gradually losing in various fields such as culture and economy, I would like to gain some insights from Japan's experience on how to revitalize local communities. Most local governments in Japan do not have local ordinances. Despite such legislative inadequacies, it has been steadily implementing internationalization policies based on a systematic organization and budget with a long history and experience.
