Abstract

In October 2022, a tragic incident occurred in Itaewon as a large crowd gathered ahead of Halloween. This unfortunate disaster once again highlighted the importance of proper crowd management. Prior to this incident, instances of stampedes caused by large crowds have been a constant issue. Even in modern times, crowd-related accidents continue to happen around the world, especially during pilgrimages, festivals, concerts, and sporting events. Governments responsible for managing such crowds have been successful in preventing such accidents by taking precautions and being prepared. In the case of Korea, it is imperative that the government and relevant organizations take action to prevent such incidents from occurring in the future. This study aims to recommend improvements in crowd management by analyzing the plans implemented by foreign governments to prevent such accidents from a crisis management perspective.
