Abstract

As more and more diverse agents are active in cyberspace in recent years, the interest in and importance of cyber security is rising. This change is an outcome of the emergence and development of new digital, information and communication technologies(ICT). The increasing number of agents active in cyberspace means an increasing number of attackers that can pose a threat in space. Recently the patterns of cyber attacks and threats in cyberspace have become increasingly diverse with more advanced and intelligent means of attack. The damage scope of such cyber attacks is expanding to the society and state level beyond the individual level. Professional hacker organizations and even individual citizens engage in more intelligent cyber attacks in addition to the government, which used to function as an exclusive agent in the traditional security domain, causing more damage. Taking these developments into account, it is predicted that the emergence of new digital technologies accompanied by the evolution and development of the old ones will increase the threat level in cyberspace and expand the resulting scope of the damage. It is time to recognize the importance of cyberspace and set active coping policies and strategies to prepare for and manage cyber security threats at the national security level.
