The potential is characterized as a combination of resources and opportunities to use them for the goals determined by market subjects. The macro- and microenvironmental factors that negatively affect the process of formation of the investment potential of NFI have been determined. Depending on the ratio of the negative impact of macro- and microenvironmental factors, a matrix of strategies for counteracting the specified factor in the process of forming and increasingthe investment potential of the NFU is built. The method of choosing the appropriate strategy for counteracting the negative factors of the macro- and microenvironment allows you to make informed decisions about their minimization. The need to develop a mechanism for the formation of investmentpotential in the context of the implementation of a strategy for countering the negative impact of these factors is shown.
