Abstract

Amid changes in global supply chains, the strategic weaponization of rare earths has emerged. In the case of Korea, exporting semiconductors such as Samsung Electronics and SK Hynix accounts for a significant portion of the economy. Securing mineral resources such as rare earth elements necessary for making semiconductors is directly related to stably fostering and developing high-tech industries, so its importance is becoming more prominent. North Korea has abundant mineral resources, and cooperation with North Korea will develop the economy of the two Koreas and enable peaceful reunification. In this study, exchanges at the level of international development cooperation and ODA for mineral resources such as rare earths in North Korea were examined and the direction South Korea should move was analyzed.e Journal of Digital Policy & Management.
