Abstract

The purpose of study is to explore how to use business improvement districts (BID) in Korea as a public-private partnership governance for urban regeneration, through the case study of BIDs on 42nd Street in Manhattan, New York. The study findings are as follows. First, BID is established and operated through public-private partnership governance that combines public empowerment and private autonomy and independence. The BID governance model is divided into three types according to the governance structure. Second, 42nd Street BID in Manhattan, New York, has become a success story through effective governance and program management strategies, and has contributed to the rise of Manhattan
