Abstract
The paper considers the sources, from which local budgets revenues are
 derived, and main items of local budgets expenditure are identified. The special
 features of local budgeting process are examined against the context of
 globalizing economy. Also provided are practical recommendations on how to
 strengthen the revenue basis of local budgets.
