Abstract

The article defines that leadership in its democratic dimension presupposes managerial interaction between the leader and his followers, that is the last attribute is inherent in democratic governance and provides a partnership strategy in the relationship «leader – team» and «leader – community». The importance of the existence of a stratum of the ruling elite in the state was noted, but under the condition of its orientation to democratic values. The aim of the article is to analyze the elements of the complex of leadership competence as a component of local self-government, in particular administrative, educational, legal, psychological, which characterize the official of this level of public authority. The scientific novelty is to clarify the need of the leader – a local government official – in his practice to know both the traditional general threats to his community and purely local, among which are identified and analyzed signs of social tension in society, narrow territorial thinking, extreme individualism and appropriate management regulators to eliminate such negative phenomena in community life. Conclusions. In the field of local self-government, leadership skills are extremely necessary for every official or deputy of a local council, because otherwise there will be no real local community and no decentralized European state. A leader must have such traits as purposefulness, initiative, sense of responsibility, adherence to one's own principles, ability to learn from others and cooperate, desire for self-improvement, ability to take risks, tolerance, patience, ability to influence others, ability to unite followers tasks. Other qualities and professional characteristics of the leader are formed during the training and methodological training of him as a future representative of the management elite.
