Abstract
The multiethnic composition of the Russian Federa-tion population creates a variety of cultural, religious and ideological differences that can cause inter-ethnic tension and threaten ethnopolitical stability. An important factor in ethnopolitical stability is the national policy as one of the spheres of state regula-tion. Russian national policy is based on the State National Policy Strategy of the Russian Federation until 2025. The state of the legal framework govern-ing national relations can be considered controver-sial. There is no key normative act and a scientific-based conceptual framework has not been devel-oped. The powers between the federal center, regions and local authorities are not clearly divided. The relations between the federal center and the regions in the field of preservation, teaching and popularization of national languages and culture cause more problems and conflicts.
