Abstract

Purpose: to propose organizational and technical measures for effective mudflow protection, which are based on the industrial and scientific experience of domestic and foreign research. Materials and methods. In preparing the article, the empirical methods were used, scientific publications of international conferences devoted to the global and regional analysis of mudflows, modeling, development of methods and means of organizing protective measures, regulatory documents in the field of forecasting mudflows and designing anti-mudflow structures and facilities were studied and analyzed. Results. At present, the organization of mudflow protection is of a separate departmental nature or is completely absent, and does not meet the best practices of foreign countries at all. To ensure mudflow protection, a unified system, the purpose of which is to prevent mudflows, to ensure people's safety, to protect buildings, structures, roads and other structures in case of a mudflow is proposed. The proposed organizational structure of the mudflow protection service includes state and regional services. The State Service should be part of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters. Regional services, in turn, include regional centers that are created in mudflow-prone areas and are directly subordinate to the state service. The main functions, tasks, organizational structure of the mudflow protection system are determined. Conclusions. The organizational structure of the mudflow protection service, the work of which in mudflow-prone areas should be carried out on a joint basis of scientific research and practical actions, is recommended. The proposed organizational and technical measures will make it possible to oppose a person to nature forces more effectively.
