Abstract
The article discusses the current problems of professional mobility of personnel in the context of the introduction of sanctions against Russia by the United States and the European Union and the new subjects formed in accordance with the Constitution of the Russian Federation and their admission to the Russian Federation. It is noted that in 2014-2023, migration processes occur in the subjects of the Russian Federation, which are characterized by high dynamics and affect the number, types and directions of migration, the socio-demographic profile of the moving population, including professional personnel to new subjects of the Russian Federation. As a result, new representative, legislative and executive-administrative authorities are being created in these subjects. This directly affects the creation of organizational structures, the selection, placement and retraining of personnel and their relocation, as a rule, to new positions from the federal center and from other subjects of the Russian Federation in the order of rotation and promotion of specialists to new regions. That is, in fact, there is a professional mobility of specialists.
