Abstract

The purpose of the study is to evaluate the new directions of Russian migration policy within the CIS and the Eurasian Union in connection with the task of amending the current Concept of State Migration Policy set by the Security Council of the Russian Federation, considering the interests of Russia’s partner countries and the needs of the Russian economy. The object of the research is the flows of labor migrants between Russia and the CIS countries and remittances. The statistical base of the study is limited to the 2010-2020s in order to analyze the impact of the creation of the Eurasian Economic Union on migration between these countries. The research methodology consisted of a statistical analysis of the available databases of the Federal State Statistics Service, the CIS Statistical Committee, the World Bank, and the Central Bank of Russia, a logical analysis of the reasons for their discrepancy, a comparative analysis of legal acts and administrative norms, as well as an analysis of specialized scientific literature and reports of world organizations. The results of the study show that there has been a positive trend in the formation of the fundamental documents in the field of migration and the labor market by the CIS Interparliamentary Assembly, the institutionalization of the task of creating a Common Labor Market by the seven CIS countries has intensified. The main changes in migration flows and in the dynamics of remittances are revealed, indicating a weakening of the interest of migrants from both the CIS countries and the countries of the Integration Union in the Russian labor market, which can lead to a weakening of the integration attraction. It is concluded that changes in the institutional framework of the CIS require similar changes from the EAEU countries and modification of the Treaty on the Eurasian Economic Union.
