Abstract

The importance of construction project management has become more relevant along with the increase of the construction industry in size, height and complexity. The estimation of proper construction period as a project management task is an important factor in the evaluation and determination of successful completion of the construction project. Mainly, the estimation of proper construction period in the initial stage of counteraction is very important from the perspective of its use as the standard measure for the successful performance of the business contract and the construction. Construction period, which is estimated by rational and systematic methodology, can ensure persuasion of the relevant stakeholders including the owner and the contractors. However, if proper period to carry out the construction is not provided to the stakeholders, a variety of problems such as the quality degradation of the construction due to rushed work and the possibility of complaint due to the increase in the budget can occur. Construction period generally consists of net construction period and idle time due to other environmental factors. Net construction period can be objectively estimated by referring to the actual performance data survey of the similar construction project in the past and the estimation regulations of major ordering agencies or institutions. On the contrary, although idle time takes a great portion of the total construction period, its existing estimation method lacks objectivity and rationality. Consequently, it affects the total quality of the construction because of rushed work occurring due to the difference between plan and actual work progressed. Therefore, this study aims at developing a construction idle time estimation model by analyzing existing idle time estimation standards and methodologies that provide the user with more flexibility.
