Abstract
Actuality. Human capital is an outstanding factor in any country’s competitiveness. This fact affirms the decisive role of education in the raise of country’s economic and social prosperity. Reforming of domestic higher education system is carried out in the direction of new educational management support, universities management and scientific activity financing. Germany’s experience as a country with one of the best in the world higher education system is of interest for us. Purpose and methods . On the basis of German’s studying, Ukrainian and Russian scientists’ scientific works to define the main factors of German higher education management efficiency with the aim of further creative usage of German experience progressive ideas in the sphere of higher education in Ukraine. Methods of research are comparative analysis and synthesis for the defining of educational management reforming contest in the higher education of Germany; concretization, generalization and systematization of scientific works on the research subject for the definition of essence of structural reforms and reforms in the field of educational management and financing of German universities. Results . Research result is the definition of main external and internal factors of educational management efficiency. Conclusions and discussions . Scientific originality lies in defining main internal and external factors of higher education management efficiency in Germany. Practical essence of obtained results is identified in the opportunity of the usage of main ideas of German experience in educational management reforming.

В умовах сучасної світової глобальної економіки інтелектуальний потенціал нації відіграє ключову роль, адже для досягнення конкурентоздатності країни визначним чинником її економічного зростання є людський капітал. Реформування вітчизняної системи вищої освіти здійснюється у напрямках забезпечення внутрішньої якості з боку університетів, академічної доброчесності, нового освітнього менеджменту та управління вищими навчальними закладами й фінансування наукової діяльності. Досвід Німеччини як країни з однією із кращих у світі системою вищої освіти у цьому питанні становить для нас неабиякий інтерес. Вивчення стану дослідженості питання освітнього менеджменту у вітчизняних наукових джерелах свідчить, що цей аспект представлено у працях В. Проблеми системи освіти Німеччини стали предметом дослідження багатьох українських дослідників: Н. Однак залишаються недостатньо вивченими питання уніфікації національної системи освітнього менеджменту з європейськими вимогами. Важливе теоретичне і практичне значення у цьому питанні має досвід Німеччини, яка була і залишається рушієм інтеграційних процесів у Європі і є країною з однією із кращих у світі системою вищої освіти
