Abstract

This study assessed the standard for the tenants eligibility for public rental housing by using the 「2016 Seoul Public Lease Housing Panel Survey」, and provided a basic plan for the integration of the various type of the rental housing. The tenants eligibility for public rental housing per each type was analyzed by the housing supply types and the tenants routes. As the results of the analysis, for the housing supply types, it was divided into [Multi-family Housing Purchase, Permanent Rental], [Public Rental50, Redevelopment Rental] and [National Rental]. For the tenants routes, it was re-divided into [Pensioner, Others, Demolition Rental Defector] and [General Supply, Special Supply for Aged, Special Supply for Newly-Weds]. With these results, this study proposed the standard of tenants eligibility for public rental housing based on two standards, the incoming level and the RIR. At first, it was proposed that the first tenants eligibility of [Multi-family Housing Purchase, Permanent Rental] among the public rental housing policies should be expanded to the second-level class, and that the standard for various special supply should be redefined. Secondly, it was proposed that the priority of the subjects eligible for lower income bracket and special supply should be selected according to the RIR and the minimum housing standard, and the tenants should be determined according to the income bracket or the point grant method in case of competition within the priority ranks. Finally, it was proposed that the tenants eligibility considering re-entry to public rental housing should be determined based on the RIR and the total household income.
