Abstract
In the present study we conducted a comparative study on research publications by international researchers for the purpose of defining language competence of foreign language learners in accordance with international examination standard levels and competence scales as well as enhancing teaching contents and curriculums in conformity with the appropriate levels and scales. Thus, an overview of scales, objectives and classifications of foreign language competence and methods of developing scales was provided.
