Abstract

The authors argue that public sector organizations that carry out public procurement for use in their needs and for the acquisition of public goods use taxpayers’ money. Although the implementation of public procurement is under control, there are still gaps in the execution of public procurement, which lead to inefficient use of budget funds. Public procurement is an important part of the economy of the Russian Federation, as its effective execution has a direct impact on economic growth, business competitiveness, and job creation. The practice of such purchases largely helps to determine whether industries and enterprises, as well as service providers, will create innovations and improve the quality of the country’s infrastructure. The effective functioning of the procurement system is conditioned by the correct use of budget funds, procurement, their centralization, hiring the optimal number of qualified specialists, but most importantly – openness and transparency of procurement, non-discrimination of market participants The article provides information that in Russia at the moment, contracts that have been concluded are decreasing every year, as well as the percentage of failed auctions is increasing. This can be especially attributed to 2022. In connection with the sanctions, there is a shortage of material resources to ensure the bidding.
