Abstract

The introduction of mobile cranes into sea port operation is associated with a change in the technological scheme of trans-shipment of goods using mobile cargo technologies, which requires revising the concept of organizing the transport and logistics system of interaction of technical and technological elements of the port. The article presents a structural scheme of cargo flow handling and transport servicing by means of “Port” production system, the core of which make loading machines, mechanized operation at freight terminals, computerized goods registration and forwarding. It has been found that currently there is no universal method to improve the development and intensification of port capacity due to mobile port cranes implementation. The set of factors that influence the choice of the modernization method for “Port” production system reflect the efficiency of using mobile cargo handling technologies and allow to consider the modernization process as a gradual transition to a new technological level of the cargo handling process. It has been suggested to divide modernization process into two stages depending on the level of changes: modernizing elements of cargo handling machines in operation by means of introducing constructive and technological modifications of port facilities; replacement of general cargo handling mechanisms by mobile cargo handling systems. It has been recommended to study the process of modernizing of “Port” operational system using cybernetic approach: the process is represented as a “black box” that transforms input actions in the system “Port” into output reaction. This helps to take up transformations as links of a mathematical expression, as polynomials of the first, second, third orders or multiplicative forms of the equations.
