Abstract

The purpose of this study is to examine the correlation between the modern nation-state, national qualifications, and mentality in relation to eugenics. This aims to reveal the significance of human science and biomedical measures in national policy and its implementation, thereby providing a theoretical opportunity to critically examine the general perception of the bio-political characteristics of modern states and the correlation between human abilities and spirituality. Accordingly, here, first, we will reveal the correlation between the modern state - modern thought - national qualifications - mental capacity - Galton’s eugenics, and second, within this link, examine biometrics and intelligence test as a methodology for determining national qualifications, that is, human mental capacity. Thirdly, we will look at the problem of the feeble-minded who were its direct victims. This will be an opportunity to critically reflect on the tendency to understand national competitiveness or its efficiency in conjunction with meritocracy based on intellectual capabilities.
