Abstract

The article examines current issues of financing climate PPP projects. Materials and methods. The article uses international databases and a systematic review of materials from Russian and international scientific publications. Results. Methods are classified, principles are defined, and an algorithm for selecting methods for financing climate PPP projects is formed. Conclusions. Methods of financing PPP climate projects based on a multi-instrumental form of project financing, combining direct government participation, debt and equity financing methods are classified. The principles of financing PPP climate projects are substantiated: differentiation, profitability, isolation and risk distribution. An algorithm for selecting financing methods has been generated, which differs in its approach to the integral assessment of a climate project through adjusting the net present value to the level of risks according to the developed classification. The construction of a summary risk indicator of a climate project is carried out using the double convolution method.
