Abstract

The United States is holding back the so-called “soft power” of China, which is growing rapidly. A massive survey on Confucius Institute conducted by the US government and Congress before 2019, as of February 2020, as many as 33 Confucius Institutes were closed or abandoned contract extensions. Such campaign from the US governments and Congress against Confucius Institute in the United States is not simply seen as a check on Chinas soft power growth. Political considerations and judgments are largely implied here. It is unknown that how many Confucius Institutes and Confucius classrooms in the United States will stop operating in the future, but current trend seems to be that shutting down Confucius Institute and Confucius Classroom in the United States will be continued for the time being. This paper analyzed the contents of the report and the investigation conducted by the US government and Congress, fearing the aftermath of the recent closure of the Confucius Institute and the Confucius Institute in the United States. As a result, although Confucius Academy has done positive contribution on Chinese language education and cultural exchange at universities and primary & secondary schools, but, the United States claims that Confucius Institute violates the academic autonomy of American universities. On the contrary, it is such a question that can ask if American universities are interfering with free academic exchanges with China. Therefore, the United States needs to proceed its pressure on Confucius Academy more carefully, judging its impact on the operation of Confucius Institutes in other countries.
