Abstract
In 1939, the Provisional Government established the Propaganda Committee(宣傳委員會), a non-permanent organization. Its activities, which had been active since 1942, were irregular, short-lived, and were mixed with the activities of the Foreign Ministry. Due to internal political changes, it was promoted to the Propaganda Department(宣傳部) in 1943. Therefore, the propaganda was separated from diplomacy, and began to have independence. However, Its activities showed a tug of war between the left and the right parties. As they reached a certain political consensus, the propaganda department was reorganized along with the machinery of government changes in 1944. so, the role of the department was expanded and strengthened. In this article, we reviewed the changing aspects of the propaganda department and confirmed that the changing factor was the change in the political situation within the provisional government. Here, it was possible to re-recognize that the provisional government was a political space where the interests of political parties were bound to coexist. In the propaganda department, left and right wings of the parties also balanced their power through political checks and consultations. As a result, it can be found that in the transition of the propaganda department, the left and right camps have built the internal capabilities of the provisional government by experiencing party politics within the government.
